Could the spindle be bent?
Kingpin?

>  The bottom is out or the top is in.
>  So is it possible to shim the shock?

You can make an adapter and install a shock from an MGB (old racer's
trick).  When you make the adapter, you can set the camber where ever
you want.
The MGB front shocks have two "arms" instead of the Spridget single member.
