Was the tax not paid on that car when it was first sold?
Isn't taxing something again and again something like theft?
They did that to me when I bought a BMW, I sent them a letter saying it 
needed an engine, trans, and the interior was burned out.
They gave up on me.
Then I sold the car to my father for a buck. They did the same to him, 
he told them to pound salt too.
