[Spridgets] rear license plate mount on 70-74 midget

I went the other way with my 74 and installed a plate bracket from a
later car so I could get rid of the bumpers.
IIRC, there are 4 holes in the back, two for LP lights if you have the
bracket with the lights and two for LP lights if you have lights in
the bumpers.
My 74 had 4 holes, at any rate.
