[Spridgets] Steering column

The top of the outer steering column (??with an angled tightening slot??) is splayed out and loose from jerking the wheel up and down, probably from running into things without a seatbelt.  (The bottom of the car has clearly run into a lot of very large things.)  If I could get it apart, I could pound the splayed part back.  Is the mechanism for doing that under the sealed plastic surround?
