[Spridgets] BI rear brakes

I've seen two types of brake adjusting methods on Bugeyes.  Mine has a  screw 
on the outside of the wheel which turns a snail with steps on it. Other  ones 
I have seen are adjusted by turning a square peg on the inside of the  
wheel.Is there any significance to this such as year of manufacture?    Thanks,
