[Spridgets] Curious problem

The headlights and turn signals in my bug-eye both work - just not at the same
time!  With the headlights on, the turn signals don't work at all.  With the
running lights on, the turn signals work slowing.  Without either the
headlights or running lights, the turn signals work normally.  Any
suggestions?  I've already cleaned the ground on the positive side of the
battery and behind the flasher unit.  Thanks.
