[Spridgets] To Title as 60 or 61?

The most common opinion is, there were NO 1961 Bugeyes, unless they
were part of the CKD kits sent to Oz. All others are 1960 and earlier.
I'm certain that a Heritage Cert would confirm this more often than not.
