Oh, you can rent one with the car from most major agencies.  Still, some 
of the roads/streets/lanes/closes are so short (e.g. one block) that 
they just don't show up.  The nature of the road system, with its 
origins in footpaths and horse or carriage roads, is one of the reasons 
that road maps are so popular in England.  Everyone has an assortment of 
maps at home, and at least one map book in every car.

Besides, if the roads were too easy, it would take all of the fun away!
