there is always a safety (fudge) factor built in, Larry. Taking a guess the mfgr's. speed limit is a control surface  "flutter" consideration,  most likely.

Excellent power/weight/airspeed performance per lb. of fuel consumed. Saves the motor as well considering full throttle is an "acceleration"
(takeoff or go-around) consideration only.

Cruise must be very economical all things
considered. Nice sport plane! :)
