You may need to have the carb. cleaned. I had a very similar problem years  
ago and it was only noticeable at 3/4 throttle and above, while under load. The 
 fuel bowl was silted up from trashy gas. Have a fuel filter added while 
you're  at it, as not all of them came with them.
 
Also, while it's on the trailer check the intake grate for the possibility  
of debris that may be restricting water flow to the impeller.
