I would second that opinion.  The main purpose of the breaker is to trip
BEFORE the wire melts and starts a fire.  Without knowing the size and type
of that wire, there is no way you can safely increase the breaker size.
I would suggest there may be something wrong with that compressor.  A
standard run-of-the-mill 120V 30 gallon compressor should run from any
standard 15 or 20 amp circuit.  Try it on a different circuit and see if
that also kicks the breaker.

Hello derf,
       you should NOT simply up-rate a breaker and change the outlet
       from a 15 amp to a 20 amp breaker/receptacle!!! the breaker
       size is determined by the WIRE size, which also has to be
       changed... current flow = HEAT. too small wire = too much heat
       = FIRE!!!!!!!!!!!!!!!
