The air was considerably cooler near the floor and he installed a passive ceiling fan in the ceiling air register. It turned slowly when air was flowing and that kept the air circulating in the office. Building maintenance assured me there was no damper, and they had to get approval to redesign the system. After a few months, I swiped a ladder, climbed up myself, and opened the damper that "wasn't there".
