Mostly true, yes. But it costs a lot less to move heat (heat pump) than to make it (resistance heat). However, a heat pump (an AC unit that works in both directions, basically) is much more expensive up front, and requires an HVAC tech to install. However, it also provides AC, and Mr. Cool brand comes with pre-charged lines so no HVAC tech needed. It is the next future, and lots of municipalities have rebates. However, the rebates require professional installation, which costs much more than the rebate usually. 

As you can see, it's not simple. :-)   There are web sites where you can input your costs of different energy sources and it will calculate the numbers so you can do a comparison. They are kind of blunt but the better the input, the better the output.
