[Shop-talk] Bad breaker?

If you shut off the breaker, confirm there is no voltage on the output side of it, and test for continuity between the breaker output and ground, you should get a good idea if the breaker is actually doing its job, i.e. there's short somewhere. If you don't see continuity, it's an unknown, in which case I'd replace it with a GFI breaker (since you want to do that anyway) and see what happens.
