The technical term is a centrifugal fan or blower.

They are well suited for moving a fluid (in this case, air) that is not quite clean. Hence their application in a vacuum cleaner.

This part has failed in my 20+ year old husky shop vac. It sits on the outside of the motor and has fan type blades in the middle (kinda like a vented brake rotor in appearance). 
I hope to replace it as this shop vac it the one I use with my blast cabinet.
