I'm like Doug...never had much success with "plasticky" stuff with questionable wheels...
 
I'd 
invest in some good bearing wheels or at least metal bushings of adequate 
size...( the larger the wheel...the easier it will roll) giving  consideration 
to how much 
it's going to raise my work surface.
good wheels will cost as much as the "land of almost right" platform
 
I'd 
either find a suitably sized pallet or build a substantial  wood frame and bolt 
on the wheels.  
The wheels could be recessed some to reduce the height and it would also limit 
its tendency to tip if you hit something on the floor.
 
depending on your collections of scraps and drops..the cost of the wheels might 
be your only expense

Those Amazon models look pretty plasticky - I double they would survive a 400 
lb. tool, especially the $23 model.

One holds my bandsaw, and the other my mini-mill and
the chest of drawers (full of tools) it stands on.  They work great, and my 
mini-mill setup probably weighs 400 lb.

In my search I've specifically said tool dolly.  But most of the items that
show up end up saying appliance dolly.

Anyone have any recommendations for a tool dolly.
