It will also not work against sludge.  it might kill some of the
microbes that are present, but it will not penetrate into the sludge,
and it won't do much for the actual sludge.  It will also generate
large quantities of water contaminated with diesel, which can't be
dumped on the ground or down a drain.   Mechanical removal is the only
real solution for that, either by reaching in and scooping it out,
using a vacuum, or breaking it up with agitation (put a piece of chain
in and shaking works well), and pumping it out with the fuel (through
filters, obviously.)
