If you can find someone with a drum de-header, they work fine.  Like a huge 
Boy Scout can opener.

Failing that, I'd use a saber saw with a fine tooth blade.  Should leave a 
good finish.  If you're worried about ignition, fill the drum with soapy 
water.  When you're done, the remaining fluid will be emulsified and wash 
right out
