Likely empty. Weigh the tank (bathroom scale). An empty tank weighs about 17 lbs. Add 20 lbs of propane and, well, you do the math. Eric RussellMebane, NC

Do these tanks have a some sort of safety thing on the valve to keep them from emptying if the valve is not closed? Or was the tank just left open so leaked empty?
