Good question. I think it be a damned if you do, damned if you don’t.
I’d suggest not putting the felt but pit some large washers between the stringers & treads to get some air in there to keep things dryer.

I’m replacing some rotted out stairs out side. The stringers rotted out. I can’t find pressure treated 2x12 to make new stringers so I’m having to use untreated pine.
I’ve capped the base of each stringer with PT blocks so the pine is not in direct contact with the concrete.
My question, would covering each stringer with roofing felt paper before installing the steps and risers help prevent rotting in the future or would it just trap moisture under the felt increasing the chance of rot?
