Well, yes, but if it is drawing 20+ amps while making the belt to the compressor slip, one would tend to think that there is too much resistance/friction/etc. in the pump.  If the belt were not slipping, then I would think it could be in the motor.


Maybe the pistons/bore are worn but can rattle along fine until there is enough head in the tank to pressure the pistons to "cock" in the bore and bind?  Does the pump sound loose when it is running free or at low pressure?

Adding on to this, maybe a loose connection heating up? Don't forget to check the outlet wiring itself.
