➢ Why was the heater red-tagged? Can't it be repaired?

The gas man said the heater isn’t completely burning the incoming fuel. His advice was to toss it.  I did notice the entire heating element doesn’t light up.  The manufacturer sells replacement parts but the heating element isn’t among them.
