Doug,

I had a fender like that on my Volvo P1800.  What I used was a 4" 
grinder with a wire wheel on it.  The
wire wheel tore through the bondo very easily.  It made a good bit of 
a mess, the bondo dust everywhere. :)  But it worked well, and easily.
