Ah, maybe they are no longer available as an aftermarket device.  I just
found a comment on a BBS to that effect.

were tapped directly into the hydraulic lines of the tow vehicle's on-board
hydraulic-braking system."

Apparently some vehicles do include them as original equipment, though.
