The tank is properly grounded.  So are the sort of permanently installed
tanks that someone was asking about earlier.  (I'll also note that I've
never seen one that was approved for use with flammables.  They're all
intended (at least according to their labels) for combustible fuels.  Yeah,
many of hem are filled with gasoline.)
