Agreed, but a water heater isn't supposed to pressurized to failure, 
just moderate pressure.  Enough pressure that a flat bottom would deform 
and pull away from the sidewalls.  So making the bottom concaved, like 
an aerosol can, means it will hold its general shape and stand, under 
designed pressure.
