What state do you live in?  Here in Virginia, the state sets the fee,
and it's illegal for anyone to change anything more.  Heck, I get to
take my Lotus to the Ferrari dealer for its "safety" and smog checks
because they have to charge the same as the local gas station (and
they take better care of the car).
