Because you are supposed to replace it every couple/few years, which
most people don't. If brake fluid is replaced
before it absorbs as much water as it can hold, you will have a lot less
components that need to be replaced
because of pitting and rust, at least pitting and rust on the parts of
the component that are in contact with the brake
fluid. It's also pretty cheap.
