Nope.  This is rotating about the pivot point.  The ratios change.

For example, the ratio when horizontal is nearly 8:1.  When it's vertical, 
it's 1:1.

You can "rough guess" it, but since he's interested in precision, one should 
do the math correctly and precisely.
