It is normal-looking.

BTW, if you remove the pipe completely and let the
water heater vent directly into the room, the CO
detector would probably still not go off.  Water
heaters normally generate very little CO.

We have a direct-vent gas log set in our basement
fireplace, and they are considered safe.
