 Engine coolant temperature will be determined by the thermostat and the radiator cap relief pressure. 

Also depends on the ambient temperature and heat from the engine, cooling side fouling, the heat transfer around the radiator. 

Ideally the overflow tank should be large enough to handle the volume change of the coolant from cold to hot. Typically this is about a quart and tanks are usually 2-3 times that. 

Do a good flush, Run on distilled water for a bit so scaling is removed, drain, then fresh antifreeze mixture.
