Very interesting.  Note that the law applies to freeways only, not other
roads or highways.  Note also that it includes tow trucks and CalTrans
vehicles if their warning lights are on.  The provision about slowing to a
reasonable and prudent speed is sure to be subject to varying
interpretations.
