I have two 1976 MGBs and they are both required to be smogged.
I just checked
the CA DMV and cars 1975 or older do not require a smog.
A 1979 would have to
pass the California smog test.

     With
regard to California smog regulations on bringing a "79" M G into 
this state,
the car should be exempt from Smog testing.   You should also know 
that cars
coming into California are taxed on the selling price shown on the 
bill of
sale and it is called a Use Tax. A car that has spent all of its years 
in
California would be taxed at a very low rate as it is considered as fully
depreciated even though it might be fully restored. 
     Old Cars Price shows
a # 1 Midget at $10,000 (not usually driven on a 
daily basis, trailer Queens
and museum cars) to a # 6 at $400.00 for a rust 
bucket. M G 8 convertibles at
# 1 $14,000 to # 6 
$530.00.   I trust that this information may be helpful.
