I imagine that this was for a reason — the old tank was gummed up or rusty. So it wouldn’t be surprising if the hard fuel line were gummed up or rusty as well. I would think he has replaced the soft hoses at this point, but if not, he should do so.<div class=""><br class=""><div class="">

No, that's not normal. With the fuel line disconnected from the
carbs the pump should sound like a machine gun, clicking rapidly and
fuel should spurt out in a almost continuous flow. Could be the
fuel line from the pump to the carbs is partially clogged.
Disconnect the line from the filter and see how the flow is there.
That eliminates the filter. Work your way back to the pump. If
your car is all stock, there's a rubber hose connecting the pump to
the metal fuel line. Those hoses sometimes disintegrate inside,
clogging things up. Blow out the metal line with compressed air.
Let us know what you find.<br class="">

pieces of foil tape covering the fuel inlet, the breather on
top of the tank, and the outlet. Is it possible that something
was on the pickup inside the tank?</div>

<div dir="auto" class="">I disconnected the fuel line @ the carbs and
switched on the ignition. I didn't measure the fuel, but
noticed that the pump seems to send a pulse of fuel every 4 to
6 seconds. Does that seem normal?</div>

interfering with the tank pickup or has made its way into the
line, or something has gotten into the float bowls and blocked
the grosse jets or the jet inlet at the bottom of the bowls. </div>
