Simon - That’s ONE way that it can work. But you can also contract directly with an owner/operator. And some agencies have better reputations than others.
I found an owner/operator through the local grapevine of vintage car owners. I’m on the west coast, and this guy made regular runs up and down the Pacific coast. I’m sure there are similar operators on the east coast.
