[Mgs] Rubber-bumper B cooling system

On the '77 - '80 cars, the radiator was moved farther forward (I think to
allow room for the V8 engine) so the mechanical fan would no longer have
been any use. So they put the electric fan in (also, I assume because of
all of the emissions stuff, especially the catalytic converter, underbonnet
temps may have been higher). On my '76, when I need to reduce the level of
coolant, I disconnect the lower radiator hose. It's messy but fairly quick
and not too difficult. But yet, a lower petcock would have been nice.
