Before you go to the trouble, do some research.  When the third brake light was first introduced, it definitely caused a reduction in rear end collisions because it was novel and new.  After a few years its effectiveness was in dispute because people had gotten used to it and it no longer was novel or new.  

 

Instead, get much brighter LED tail lights.  IMHO way more bang for your buck.
