There are lots of rotors out there (components held together
with a rivit ) that are totally defective.  Moss sells a higher
quality piece of molded construction.

Frank,
Two things to check:
1. The rotor is not grounding to the shaft
2. The carbon contact in the center of the cap is making a good
electrical connection to the rotor.
