It's correct that the UK Government does recognise the *shell* as an 
original replacement (which is what the article says), but to retain the 
registration number of the donor the rebuilt vehicle must consist of (from 
the UK Government web site):

"... a new chassis or monocoque bodyshell of the same specification as the 
original supported by evidence from the dealer or manufacturer (e.g. 
receipt).

And two other major components from the original vehicle - ie suspension 
(front & back); steering assembly; axles (both); transmission or engine."

If this can't be met then a 'Q' registration will be issued which says to 
everyone it is a kit car.  If the photos *have* been photo-shopped, that 
could be why.
