I use a center punch. Put a deep ding near the outer edge and tap in the 
direction
you want it to rotate. They come loose easily. Replace with socket head 
capscrews
(allen head bolts)

What is the easiest way to remove the 2 shear bolts on the steering lock and
witch assembly for a 1973 MGB?  Imaging something breaking after 38 years. 
Low
buck or no buck way to accomplish - it has been suggested buying a saw all 
but
they are rather pricey.
