[Mgs] Painting Rostyle Wheels

Rust has reappeared on my MGB rostyle wheels after painting them a few years
ago. Would a base coat of POR-15 keep the rust away? Would POR's Stirling
Silver be a good match for the top coat? My car is a daily driver, and sees
plenty of rain.
