[Mgs] Holy Sills (MGA inner sill ?)

I have been following Barney Gaylord's MGA body sill replacement as I 
am doing the same job on my MGA (but not as quickly...).

I have a question about the inner sills. There are three holes near 
the lower edge - I understand these are to allow drainage.

But what are the two larger 'flanged' holes for? Do they add some 
stiffness to the panel?
