No and no.  The entire hub desgn changed with introducion of the 
Salsbury (tube type) axle in late 1968,  The earlier nut is MUCH 
larger, 1-61/64-inch octagonal.

Yup.  Any parts catalog shows same nut both sides for the later axle.
