[Mgs] UK registration numbers

[Paul Hunt]

I could only find suffix and prefix letters from 1963 to 2001 
http://www.dvla.gov.uk/media/pdf/leaflets/suffix_and_prefix.pdf, they did 
used to have more.  That info is included in the other links I posted 
together with historical and issuing authority info.
