[Mgs] SU HS4 Lifting pin?

This puzzles my feeble brain.
If we are already lean,  why would making the mixture richer (maybe that is 
not what really happpens, but it would seem the natural consequence of 
raising the needle without increasing
air flow) make the engine less "happy.
Could someone please explain this.. Thanks
