Since every manufacturing process is proprietary and many of the variables
will be different and unknown. Cord angle, cord material, rubber durometer,
rubber composition, thickness and tensile properties of both, design tire
pressure, traction (i.e., heat buildup), max design rpm (angular velocity),
design rim width vs. actual rim width, and tread pattern are a few that come
to mind. Without finite data it is doubtful you could quantify so many
variables. 

 

Individually testing a SPECIFIC system would be the most successful. Take a
few low speed measurements on the stand and extrapolate. A Go-Pro, a
calibrated background to measure tire growth against and your precise tach
should get your started.  All the best.
