[Land-speed] Production and Gas Class

Do the lights, horn and turn signals have to be functional? Page 46,
Paragraph 4.DD defines Street Equipment. However, in all sections dealing
with Production or Gas Coupe, they only have to be stock parts in stock
location. No mention they have to work. I have never seen an inspector check
to see if lights, or turn signals work. In other words, do I have to buy a
wiring harness and hook everything up?
