[Land-speed] Rule book

[Skip Higginbotham]

I guess that one has to become a "club" member to get a rulebook 
sooner than a month from the pre-entry deadline. Is there a SCTA-BNI 
club for "Bonneville only" racers? Other than the 200 MPH Club.
