    If the red light runners are a growing problem, how bad has it gotten?
When I was on vacation in the Southwest during January of 1987, there were
billboards with warnings, articles in the newspapers, and reporters on the
evening news discussing how to control drivers running red lights. It seemed
to be an epidemic then, from the tone of the media.
Is the whole state doing it now?
