[Land-speed] A Rules Changes Question

I think that is an excellent evaluation of the rule. Were I
responsible for that rule, I would eagerly solicit your input.
That rule, as currently written, says you must restrict lateral
head movement in a way that will be antiquate to us.

That does not give me a warm feeling.
